The 2006 Program Challenge
 
Last month’s Program article focused on reviewing 2005.  Now we must begin planning the 2006-2007 Program agenda.  To start the planning process this month we are looking forward using a new format, presenting a factual statement followed by questions.  Granted, some will be problematic, others will be provocative and possibly even uncomfortable to answer.  Please make note of you first response to each question and revisit the questions again before our January 19th  meeting.
 
FACT:  Every 31 minutes there is a death as a result of an alcohol related accident.
4 Are DUI road blocks effective or are they simply a way to mask profiling activities?
4 Are the courts truly making an impact or merely recycling drunk drivers?
4 Should LWV-CC do a study on the impact of alcohol abuse and funding treatment programs?
 
FACT:  There are five (5) Independent School Districts within Corpus Christi City limits.
4 Is the percentage of Corpus Christi high school students graduating consistent with the national average?
4 Is having five (5) districts functioning in the same municipality cost effective?
4 Should LWV-CC coordinate a collaborative study on establishing a Corpus Christi Consolidated School District?
 
FACT:  The Nueces County Hospital District, which controls an enormous budget, is overseen by a Board of Managers appointed by the County Judge.
4 What are the differences between the Hospital District & Corpus Christi -Nueces County Health Department?
4 Does the current system include appropriate checks and balances?
4  Is the Corpus Christi population being effectively and efficiently served?
4 Should LWV-CC conduct a study on establishing a Health District to serve Nueces, San Patricio and Aransas counties?
 
Keep in mind this is not a closed agenda. It would be wonderful to have additional topics and suggestions introduced.  Hopefully these questions will at the very least stimulate passionate enthusiastic discussion during the January meeting.
